Grant Dovey
Co-Founder & Biologist
Grant Dovey brings more than 30 years of experience in fisheries science, co-management, and industry representation across British Columbia. After earning a BSc with Distinction in Biology from the University of Victoria and completing the co-op education program, Grant began his career as a field assessment biologist with the Underwater Harvesters Association in 1995. He has since become a leading figure in fisheries co-management, serving as UHA Executive Director and working closely with Federal agencies and First Nations to support one of Canada’s most successful, data-rich geoduck fisheries. Grant’s expertise spans science program coordination, marine spatial planning, regulatory relations, and executive governance. He also serves as Vice President, Harvesting, of the BC Seafood Alliance and is an active member of the Alliance’s Marine Planning Team, contributing industry perspective to major coastal planning initiatives. Grant’s career includes extensive fieldwork throughout the BC coast, scientific diving, coordination of complex monitoring and research programs, and leadership across multi-stakeholder advisory processes. He is known for his commitment to sustainable fisheries, long-term access for coastal communities, and strong, collaborative industry partnerships.

Mike Atkins
Co-Founder & Biologist
Mike Atkins is a marine biologist with more than two decades of experience in fisheries science, underwater survey work, and executive-level industry management. He holds a BSc in Biology from the University of Victoria, where he also completed the co-op program and specialized in marine invertebrates through two field semesters at the Bamfield Marine Sciences Centre. Mike began his career at the Pacific Biological Station with Fisheries and Oceans Canada, conducting shellfish stock assessments and dive surveys across the BC coast. After travelling internationally for 18 months, he founded Trident Biological Consulting Ltd. and has spent 13 years with the Underwater Harvesters Association, progressing from assistant to lead biologist overseeing the annual geoduck stock assessment program. He holds Commercial Unrestricted SCUBA, Surface Supply, NITROX, and Dive Supervisor certifications through DiveSafe International. In addition to his technical background, Mike provides executive management support in the commercial fisheries sector, including his role since 2019 as Executive Director of the Pacific Prawn Fishermen’s Association. Mike is driven by a commitment to safe, science-based fisheries management.
Theresa Williams
Executive Manager the Canadian Groundfish Research and Conservation Society
Theresa Williams is a second-generation fishing industry leader with deep roots in British Columbia’s commercial fisheries. She is the owner and CEO of Oban Ventures Ltd., a Vancouver Island–based fishing company established in 1974, with a long-standing focus on salmon, groundfish, and Pacific hake. Theresa began working in the fishing industry at a young age, spending her early years as a deckhand aboard her family’s commercial salmon vessel before progressing through salmon troll and groundfish trawl fisheries. Over the past two decades, she has grown Oban Ventures into a diversified maritime business, overseeing vessel operations, quota management, and corporate finance, while also expanding into aquaculture and international seafood sales and marketing. In parallel with her business leadership, Theresa has maintained an active role in fisheries governance and co-management. She currently serves as Executive Manager of the Canadian Groundfish Research and Conservation Society and has represented Canada as a Commissioner on the Joint Management Council under the International Pacific Whiting Treaty since 2011. Theresa also serves as an elected Director of the Deep Sea Trawlers Association and the Canadian Groundfish Research and Conservation Society, and as a DFO-appointed member of the Groundfish Trawl Advisory Committee. Theresa is widely respected for her commitment to proactive, industry-led management and her dedication to ensuring healthy, sustainable fisheries for future generations of Canadians.
Operations & Projects Lead
Jenika Lindsay McCabe
Jenika Lindsay McCabe brings a lifelong connection to the West Coast fishing industry and a diverse background in operations, research, and organizational management. Raised in a geoduck fishing family, she developed an early admiration of the seafood sector- attending trade shows as a teenager and learning the rhythms of the industry firsthand. Jenika holds a Bachelor’s degree from Queen’s University and a Master’s degree in International Political Economy from University College Dublin. Before joining PFMI, she spent nearly a decade in corporate retail management and analytics, building strong skills in process optimization, cross-functional communication, and high-level corporate operations.  As PFMI’s operations lead, Jenika plays a key role in keeping projects, people, and processes running smoothly. She manages administrative operations, stakeholder communications, meeting scheduling and documentation, travel coordination, system optimization, and internal/external communications including newsletters and copywriting. She also contributes to industry engagement at policy meetings and events, helping engage partners and strengthen industry relationships. Driven by curiosity and a love of problem-solving, Jenika brings both precision and warmth to her work- ensuring the PFMI team is supported, informed, and able to focus on advancing sustainable fisheries management across the coast.
